Cornwall Council debated an obscure-looking recommendation from the Electoral Review Panel this morning which would have made provision for the authority’s Chief Executive to take the job of Returning Officer for next year’s proposed Devon & Cornwall Police Commissioner elections. After a surprisingly long debate the Council voted against the proposals and in favour of an amendment which hopes to toughen the authority’s position on policing and ‘Devonwall’ in general.
Parliament is due to debate the provisions of the Policing bill next week, which include the abolition of the existing police authorities and their replacement with directly elected ‘Commissioners’. I am still struggling to understand why the government want to waste time and money on something so completely unnecessary and potentially counterproductive. The idea is particularly damaging for Cornwall as whichever politician wins next year’s proposed vote is almost certain to come from our larger neighbour, Devon.
There is also the question of what the government expect us to gain from a directly elected commissioner. They would tell you that it will improve accountability, but it will surely become a muscle-flexing exercise between the different party machines, inflicting the same curse of short-term thinking which now infects much of our political processes.
No one seems to recognise that the current system – a Police Authority made up of a mix of Councillors and independent members – actually works quite well. Yes, it has its faults, but no one has yet made the case for a Politician-Commissioner holding the sort of powers so poorly exercised by Boris Johnson in London.
Wadebridge Police Enquiry Office to be withdrawn 18 April, 2011

The Devon & Cornwall Constabulary have announced that a number of Police Enquiry Offices are to be withdrawn, including the desk at Wadebridge Police Station. It is important to emphasise that the station itself will not be closing, but the Constabulary’s inevitable budget cuts have nevertheless led to the withdrawal of this valuable public facility.
Overall the Devon & Cornwall Police will be reducing the number of Enquiry Offices from 57 to 21, and the number of ‘principal sites’ will be reduced to three: Charles Cross (Plymouth), Exeter and Torquay. It is regrettable that none of these is in Cornwall.
Is policing in the Wadebridge and Padstow area under threat? 3 February, 2011

I hear through the grapevine that changes could be made to the Wadebridge and Padstow Neighbourhood Policing team which may well involve key local personnel moving to another area entirely and the Wadebridge/Padstow operation being overseen remotely from St Columb Major.
I sincerely hope this is nothing more than a rumour. Over the last five years crime in the area has fallen considerably, initiatives such as the Pubwatch scheme have had a massive effect on anti-social behaviour and the Neighbourhood Team have become a highly respected part of the community. Such changes would represent a very short-sighted move by the Devon and Cornwall Constabulary and, although I understand the funding situation is very stark for almost every area of the public sector, there will be no real saving if the cost of crime rises for local residents.
As I say, I have had nothing concrete about this yet but I will post again here as soon as I hear any more.
